中国保障性住房有助解决民众住房难题

近期,中国房地产对100个城市价格指数的全样本调查数据显示,2011年1月,全国100个城市住宅平均价格预计为8645元/平方米,较上月上升0.95%;在此次样本中,价格涨幅在1%以内的城市有69个。买房,面对高升不止的房价,各地纷纷推出不同政策来解决中低收入家庭的住房难题。在重庆,近年许多新建的经济适用房、廉租房和公租房,都是用于保护有住房困难的群体。不过, 一位政协委员提醒,应该对保障性住房实行封闭运行。

具体来说,就是保障性住房的配售、出租、转让都只能由当地政府处理,不能由居住者自由转移。这样做的目的是防止保障性住房的房源流向商品市场,从而保护保障性住房其社会公共资源的属性。

并且,根据国土部提供的数据显示, 去年2010年的“三类住房”(保障性住房、自住性中小套型商品房和棚户区改造房)用地量占计划供应总量的76%。而今年,要确保1000万套保障性住房用地供应。同时继续加强房地产用地供应和开发利用的动态监管,加大房地产用地信息公开和查处力度。

但是,近期在深圳的第二次保障性住房审查工作中,已有证据显示,有超过20多户申请者对其房产和自由用地进行了隐瞒。有关部门已经开始了行政处罚的程序;同时也表示,此项工作需要多个部门协力支持。

对于未来房价的预测,专家认为,房价在长期来看还是呈上升趋势;他指出,我们可以优化供地结构,转变出让方式以加强对房价的管理。不过也有人认为,即使受通胀压力房价上升,由于保障性住房等的出现,不太会出现房价大幅上涨的可能性。

Meanwhile, our nation will continue to strengthen the supply of land and regulation of real estate development and utilization, improve the information disclosure and strengthen the investigation and punishment.

However, recently in Shenzhen, during the second round investigation of Indemnificatory housing, there is evidence that more than 20 applicants concealed their properties. Authorities already have begun the process of administrative penalties; In the meantime, they also said that this work needed supports from other departments.

For predictions about future housing prices, experts thought that prices in the long run would still rise; He pointed out that we can strengthen the housing management through optimizing the land structure and changing the transfer mode. But some people think that the upward housing prices caused by inflationary pressures will not rise tremendously because of the Indemnificatory housing.
