2011年1月西安地区对外承包工程、外派劳务营业额10964万美元，同比增长292.13%；新签承包工程、劳务合同额6603万美元，同比增长44.08%，期末在外人数8024人, 同比增长25.39%；其中自营对外承包工程、外派劳务营业额231万美元，同比下降82.83%；新签承包工程、劳务合同额62万美元，同比下降91.13%。期末在外人数3108人，同比增长24.82%。
如1月西安经开区继续强化复合平台招商优势，坚持“择大、择名、择优、择强、择新”原则，紧盯世界500强和大型央企积极寻求突破。经开区日立永济、美国天合、中国兵器物流公司等8个项目，共完成实际引进外资4038万美元，比去年同期增长41．9％；实际引进内资12．3亿元，比去年同期增长61．26％。
早在去年，《中国经济新闻》就曾报道由德国法兰克福机场、中航集团和西部机场集团航空物流(西安)有限公司共同出资20亿元人民币组建的西安咸阳国际机场股份有限公司宣布成立。据了解，西安咸阳国际机场股份有限公司是德国法兰克福机场集团在中国乃至东亚地区投资的第一家机场，也是近年来省属国有企业吸引外资最多的改制项目之一。
可见近年来西安地区对外资的吸引力持续升高，也顺应了本年外资投资地区由中南部转向西部的总趋势。
