泛珠三角区域合作顺应了区域经济一体化的时代潮流，2011年“十二五”的开局之年、起步之年，也是关键的一年。海南省希望携手各方，在泛珠三角区域合作的框架里面，充分发挥各地列入国家发展战略的先行先试优势，以更加务实的精神，更加开放的态度，将区域合作交流推向更宽领域、更深层次。
金融业是国际旅游岛建设的主要方向，以金融保险业为主体的现代服务业更是重中之重。国务院44号文给予海南在离岸金融业务、房地产信托投资基金等金融领域先行先试的优惠政策，欢迎各方有离岸业务需求的企业和个人到海南开展离岸金融业务，设立金融控股公司或试点房地产信托投资基金。
海南将支持各方创新多元化旅游产业投融资机制，欢迎社会资本到海南设立旅游产业投资基金，欢迎各地资本通过TOT、BOT模式共同投资开发海南旅游资源。鼓励金融机构开展旅游投资信贷业务创新，积极开展以经营权和未来收益权等为质押的信贷产品，积极推进旅游景点门票收入质押贷款和景点开发经营权质押贷款。
海南热带农业资源丰富，正在建立全国冬季菜篮子基地、热带水果基地、南繁育制种基地、渔业出口基地和天然橡胶基地。海南愿与“泛珠”各方共同推动组建大型热带农业集团企业，争取发行企业债券、中期票据和上市融资，拓宽农业发展资金来源。
海南愿以国际旅游岛建设为契机，以泛珠区域合作为平台，以金融支持为杠杆，深化泛珠各方在海洋油气、船舶制造、海洋工程、海洋生物、海洋渔业等合作，海南支持企业利用外部资金，引进战略投资者，鼓励有条件的“蓝色经济”企业“走出去”，鼓励企业积极参与海洋国际性区域合作开发，争取利用世界银行、亚洲开发银行等国际金融机构的优惠贷款，大力提高海南蓝色经济区与周边经济圈的融合度
Hainan will support the parties who have investment and financing mechanism of the innovation and diversification of the tourism industry; and will welcome all social capitals who are willing to build an investment fund of tourism industry. Hainan welcomes all the capitals who are willing to make investments and development of the tourism resources of Hainan together, through the TOT, BOT model. She also encourages financial institutions that are willing to carry out credit business innovation of tourism investment and carry out the credit products actively which are pledged by the right to operate and earning power in the future, etc. She is promoting the loans of ticket sales of tourist attractions and the loans from the right of operation of attractions’ development actively.
Hainan， whose Tropical Agricultural Resources is rich, is establishing the base of national winter basket, the base of tropical fruits, southern seed breeding base, fisheries export base and natural rubber base. Hainan is willing to work with all the "Pan-Pearl River Delta" parties, promoting the formation of large-scale tropical agriculture conglomerate； and fighting for the rights of the release of corporate bonds, medium-term notes, and public financing; and expand the funding sources of agricultural development.
Hainan is willing to make the establishment of international tourism island as an opportunity; make the cooperation between Pan-PRD regions as a platform; make the financial support as a lever to deepen the cooperation in the offshore oil and gas, shipbuilding, marine engineering, marine biology, and marine fisheries with various parties of Pan-Pearl River Delta. She supports the usage of external funding, the introduction of strategic investors of the enterprise; and encourages the enterprise who have the superiority of “Blue Economy” to “go out of the area”; encourages enterprises to participate in the cooperative development of international cooperation in marine areas. Hainan is always willing to fight for the usage of preferential loans from the World Bank, Asian Development Bank and international financial institutions, etc. Improving the level of integration between Hainan’s Blue Economic Zone and the economic circle around it greatly.
