根据路透社报道,中国国家主席胡景涛访美期间,美国总统奥巴马表示人民币问题是中美问题的大问题。人民币的估价是不合理的,并导致对美国经济的沉重打击。中国的货币应该日益市场化。他认为改变人民币政策是促进中国内需以及缓和中国通货膨胀压力的有利方式。面对美国总统直言不讳的要求和建议,中国国家主席胡景涛在美新闻发布会上对人民币问题并没有做正面回答。而后,在中美联合声明中,中方表示会继续增进人民币问题的改革以及增加人民币汇率的灵活性。

“美国对人民币升值这一问题中方所做出的努力表示认可,但是这个问题涉及的问题很广,包括中美关系问题的其他方面”, 美国财政部高级官员在周五的讲话中谈到。诸多美国经济学家和政府官员表明,中国在国际贸易中,通过刻意压低人民币价值增加其出口优势,而这些竞争优势对其他国家来讲是不公平的。

美国财政部负责国际事务的副部长布雷纳德说,美方对胡锦涛主席在华盛顿访问期间谈到中国对知识产权权利问题取得的重大进步非常满意。她赞许中国过去6个月对人民币对美元汇率升值3.5%所做的努力,但是她同时表示中国需要更多的努力。她断言,在中国正在成为一个越来越市场导向和国际性的社会时,美国会和中国保持近距离和紧密的联系。布雷纳德还赞扬了中国对改善知识产权的保证,提到中国已经同意施行政府机构不使用盗版软件的机制。
 

(Reuters) – U.S. President Barack Obama told visiting Chinese President Hu Jintao that one of the major disputes between the two countries -- Washington's contention that China's Yuan is not fairly valued and is hurting the U.S. economy as a result. China's currency should be increasingly driven by markets. Obama thinks changing the Yuan policy can be a powerful tool for China boosting domestic demand and lessening the inflationary pressures in China’s economy. In the face of Obama’s blunt request and suggestion, Chinese president Hu Jintao said nothing about the yuan at the news conference. In the subsequent joint statement, China said it will "continue to promote (Yuan) exchange rate reform and enhance RMB exchange rate flexibility."

The United States is seeing progress on China's commitment to let the value of its currency appreciate, but more work is needed on the issue, as well as on other parts of the U.S.-China relationship, a top U.S. Treasury official said on Friday. Many economists and politicians in the United States argue that China has gained an unfair competitive advantage in international trade by artificially holding down the value of its currency, the Renminbi, thereby making its exports cheaper.

Lael Brainard, the Treasury's Undersecretary for International Affairs, said the United States was also pleased with the steps on stronger enforcement of intellectual property rights taken during President Hu Jintao's visit to Washington. Brainard praised China for the currency's appreciation of about 3.5 percent over the last six months, but said more was needed. She alleged that the United States will stay closely and intensively engaged with China as it navigates a course toward an increasing market-determined and international currently. Brainard also lauded China's assurances that it would do more to enforce intellectual property rights, saying the country had agreed to implement mechanisms for ensuring government agencies did not use pirated software.
