湖北作为中国中部的核心区域，不仅自然资源丰富，地理位置优越，而且人才辈出。近年来，以武汉城市圈为主体，湖北率先在国内进行对环境友好型和资源节约型社会的探索，湖北以“两圈一带”为骨架的区域经济快速增长，区域对外合作也取得了令人瞩目的成就。
武汉城市圈，作为湖北乃至中部的核心城市圈，由武汉及周边一百公里范围内黄石、鄂州、孝感、黄冈、咸宁、仙桃、潜江、天门八个城市构成。这个“1+8”的区域经济联合体，拥有湖北31%的土地和51%的人口，为湖北提供了61.4%的地区生产总值和63.5%的社会消费品零售总额。
很明显，武汉城市圈是湖北经济的核心增长极，而鄂西生态文化旅游圈，则由于种种原因，发展相对缓慢。两圈之间绝对和相对差距呈扩大趋势，长江经济带还没有真正成为实现肩挑鄂西和鄂东的功能，因此要迅速促进湖北经济社会发展，必须尽快建立利益协调机制，创新区域传递机制。
第一、努力把武汉打造成名副其实的中部中心城市，有助于在中部腹地形成一个强大的经济区。迅速促进湖北产业结构的大调整和产业的全面升级，促进全省经济快速协调发展。
第二、要加速产业升级，加快湖北各地区域的合作发展，形成优势互补、互惠互利的新局面。以构建产业链、价值链为主线，以资本为纽带，优化资源配置，发展产业群，延伸产业链，形成生产要素互补，上下游产业配套，各城市合理分工的产业布局。
第三、要加快区域合作，努力构建大中部。目前，包括湖北在内的中部六省是中国重要的农产品、能源、原材料和装备制造基地，板块效益已经非常明显。如果它们实现一体化，在多个领域实施推进，深化区域联动，构建成统一的开放市场，那么作为一个整体的大中部必将产生更大的效益。
第四、要主动接轨，有针对性的承接长三角和珠三角的产业转移，继续融入中国经济最活跃的两大区域经济带。湖北的东面是长三角，南面是珠三角，都是经济非常发达的地区，借助这两个区域的经济辐射力，可以帮助地处中部的湖北更快实现新一轮的经济腾飞。

The regional economic, which based on “the Wuhan city circle, the ecological and cultural tourism circle of western Hubei, and the Yangtze River Economic Belt of Hubei”, has got a rapid growth, and has made remarkable achievements in regional cooperation with other regions.
Wuhan city circle, as the core city circle of Hubei or even the middle-land, is constituted by eight cities of Wuhan and within one hundred kilometers around it --------Yellowstone, Ezhou, Xiaogan, Huanggang, Xianning, Xiantao, Qianjiang, and Tianmen. The “one plus eight” commonwealth of regional economy, owns 31% of the land and 51% of the population in Hubei. This provides 61.4% of regional GDP and 63.5% of total retail sales of social consumer goods for Hubei.
It is obviously that, Wuhan city circle is the core area of the economic growth in Hubei. On the other hand, the development of ecological and cultural tourism circle of western Hubei is relatively slow due to various reasons. The absolute and relative gap between the two regions is widening. The Yangtze River Economic Belt has not really achieved the responsible function for western Hubei and eastern Hubei. Therefore, in order to promote the rapid social development of economic of Hubei, we must establish a mechanism of coordination of interests and create a transmission mechanism in new regions as soon as possible.
I. Making efforts to construct Wuhan to be a worthy central city in middle-land of China, which could help the formation of a strong economic zone in the central hinterland; promoting the rapid readjustment of industrial structure, the comprehensive upgrade of industry in Hubei, and the coordinated economic development of the province.
II. Accelerating the industrial upgrading, the development of regional cooperation around Hubei province, thus to form a new, complementary, mutual and beneficial situation. In order to optimize the allocation of resource and develop industrial clusters, we must make the industrial chain building and value chain as the main line, make capital as a link; The formation of complementary factors of production, facilities of upstream and downstream industries, and reasonable division of the industrial layout between cities by extending the industrial chain.
III. To accelerate the regional cooperation, and make efforts to build a great central area. At present, the six provinces in middle-land including Hubei are the important base of agricultural, energy, raw materials and equipment manufacturing in China; whose plate efficiency has been very clear. It will produce greater efficiency if they realize the integration and implement the promoting on many areas; and build a unified open market as a whole large middle-land.
IV. We must take initiative to converge and target undertake the industrial transfer from the Yangtze River Delta and Pearl River Delta; and continue to blend into the two regional economic zone, whose economic are most active in China. The east of Hubei faces the Yangtze River Delta, while the south of Hubei faces the Pearl River Delta. Both of their economic are well-developed. We must let Hubei, who is located in the middle of China, to achieve a new round of economic growth with the economic radiation of these two regions.
