太中铁路投入运营将缓解中国煤炭运输压力

今年1月11日上午,历时4年8个月建设的区际铁路干线——太原至中卫(银川)铁路正式开通运营,这是继2010年底包头至西安铁路(陕西段)正式通车运营后又一条穿越中国重要煤炭产区,与东部地区之间形成了一条快速大能力客货运通道的铁路,将有助于缓解中国煤炭产区的输压力。

中国煤炭运输一直以来都面对着中国铁路运力不足,运输成本高的问题。煤炭运输仍是制约区域发展与经济增长的“瓶颈”之一。为什么呢?因为,中国煤炭资源分布总体是是西多东少,北富南贫,多在陕西、山西及内蒙西部以及宁东地区,但是煤炭消费地却集中在东部沿海和南部,这种供需脱节的状况形成了煤炭“北煤南运、西煤东运”的格局,解决好煤炭运输问题对中国经济发展十分重要。

据《中国经济新闻》2008年11期报道,当时的中国铁道部部长刘志军指出:“中国铁路目前最大的问题就是不适应经济社会的发展,也就是说铁路运行满足不了人民群众出行的要求,也满足不了经济社会对铁路货物运输的需求。”而在煤炭运输方面,这种问题就显得更加爱突出。尽管近年来中国交通运输建设速度加快,但远赶不上需求的增长。因此,为缓解煤炭铁路运输压力,中国加快了陕西、山西等煤炭重要产区铁路枢纽建设速度。前不久刚刚通车运营的包头至西安铁路陕西段就是一条以煤运为主、兼顾客货、承东启西、连接南北的快速大能力通道,近期年货运量将达到5500万吨以上,远期年货运量为1亿吨以上,为陕北和蒙西地区提供了一个低成本大运量的运输服务,将极大的增加当地煤炭的铁路运输能力。

而新投入运营的太中银铁路是国家支持榆林跨越发展而规划建设的一条十分重要的铁路通道,榆林市相关负责人告诉记者,这条铁路可新增铁路外运能力3000万吨,使榆林成为西北地区物流、人流和信息流重要枢纽。

太中银铁路公司总经理熊春庚透露,本铁路是《中长期铁路网规划》规划的西北至华北新通道的重要组成部分,太中银铁路设计能力客车每日4对,货运能力每年6000万吨。太原至中卫(银川) 铁路的正式运营不但有助于缓解当前“西煤东运”的运输压力,而且填补了陇海铁路以北、宝中及包兰铁路以东、京包铁路以南、同蒲铁路以西地区南北宽780公里、东西长520公里没有东西向铁路干线的空白。

 这就使陕北和宁东的煤炭有了一个更加快捷的运输通道,加快了宁夏、陕北地区“西煤东运”的速度。西安铁路局总工程师李桂明说,太中银铁路的开通,使西部地区至华北重要城市的运输距离缩短了100至500公里,形成了一条快速大能力客货运通道,对促进西部大开发战略的实施、保障国家能源运输安全和促进沿线资源开发具有十分重要的意义。 

 In the morning of January 11 this year, the inter-regional railway lines from Taiyuan to Zhongwei (Yinchuan) began to operate officially after 4 years and 8 months ’construction, another rail tunnel after Baotou-Xi'an (Shaanxi Province) Railway operating in 2010, which is across important coal producing areas of China and therefore forming a fast large-capacity passenger and freight between these areas and eastern regions of China. It will help ease the input pressure of China's coal-producing areas.

China's coal transportation has many problems such as limited railway transportation capacity and high transportation costs. Coal transport remains a constraint for regional development and economic growth. Why? Because there are more coal resources in the West than the East, more rich in the North than in the South, mostly distributed in Shaanxi, Shanxi, western Inner Mongolia and Nidong district, however, the coal consumption was concentrated in the south east coast and this gap between supply and demand caused the situation of "the coal from north and west were transferred to south and east”, thus solving the problem of coal transportation is very important to China's economic development.

 According to the report of the 11th issue of 2008 China Economic News, Zhijun Liu, the Minister of Railways at that time, said that: “the biggest problem of China Railway is that it is not suited to the economic and social development, which means that railway transportation cannot meet the requirements of the people and demand for economy and society development.” The problem is more obvious in the issue of coal transportation.  Although the construction rate of railway in China is quicker in recent years, it cannot catch the increasing rates of demand. For this reason, China hastened the railway construction rate in some main coal production areas such as Shanxi and Shaanxi, in order to ease the pressures of coal transportation. 

The Baotou-Xi'an Railway just-opened recently is a rapid large-capacity channel mainly for coal transportation, considering both passenger and freight, lining east and west, north and south. The recent annual traffic volume will reach 55 million tons and that of long-term is 1 million tons of cargo, therefore providing a low-cost large-capacity transport services for West Inner Mongolia region and Shaanxi and, which will increase the local coal rail transport capacity greatly.

The newly opened Taiyuan-Zhongwei railway is another railway channel China constructed to support the development of Yulin. The person in charge of this city told to the reporter that : the railway will have the ability of transportation for another 30 million tons, which will make Yulin an important hub of logistics and flow and information flow in the northwest China.

Chungeng Xiong, the Chief Manager of Taiyuan-Zhongwei Railway cooperation, said that the railway is one important part of new channels linking northwest to North China, which could bear four railways everyday and has the annual transportation capacity of   60 million ton. This railways could help ease current transportation pressure and fill in the railways blanks of  the area of 780km x 520km in the north of Longhai Railway, east of Baozhng and Baolan , south of Jingbao and west of Tongpu.   

This railway is a more convenient transportation channel from north Shaanxi to Ningdong, thus increasing the rates of “transporting the coal in the west to east”. Guiming Li, the Chief Engineer of Xi'an Railway Bureau, said the opening of this railway could make the distance from Northwest to North 100-500 km shorter than before, thus forming a fast large-capacity passenger and cargo channel, which is important to the implementation of the strategy of western development, the energy security and the exploitation of resources along the line.
