广东保障房建设缓慢,三大原因被披露

据《第一财经日报》2011年1月21日报道,一份由台盟广东省委会提交的《关于加强广东省保障性住房建设的建议》道出了当前保障房建设进展缓慢的原因。

虽然各地政府为解决老百姓的住房问题花了很大的力气,广东省财政也在逐步加大对保障性住房建设的支持力度,但是仍然存在着保障性住房建设速度缓慢、资金和土地落实不到位的情况。据相关人士说,事实上,有些地方政府对于保障性住房建设的重视程度不够,内在动力不足,该《提案》透露,根据2010年12月深圳市住建局公布的信息,“十一五”规划中原本计划筹建16.9万套保障性住房,目前竣工2万多套,仅占原计划的12%。2009年,广州市的保障性住房建设截至当年10月的投资完成率只有26.5%。截至2010年10月初,佛山市该年计划建设的1600套保障性住房开工率仅有65%,竣工率仅为10%。

三大原因导致了上述问题的出现:

首先是住房保障制度还不够完善。比如,限价房存在着供应对象不明确、定价困难、定位不明确等问题。又如,经济适用房的购买者资格审查有漏洞,导致富人开宝马买经济适用房的情况屡见不鲜。

其次,保障性住房建设用地和资金落实有困难。一些大城市如广州、深圳等市,城市中心区土地比较紧张,解决保障性住房建设用地问题压力比较大;部分经济落后的地区,廉租住房保障资金的落实还有一定困难。有些地方政府,担心冲击当地商品房房价,减少了对保障性住房的建设力度,在资金划拨方面对保障性住房支持不足。

最后,住房保障机构不健全,管理和研究力量薄弱。例如,广东全省住房保障工作任务重,但从事该项工作的人员数量少。目前,还有不少市、县没有设置专门的住房保障管理工作机构和具体实施机构,这导致住房保障管理工作难以到位,推进保障性住房建设力度不够大。

Until early October in 2010, in Foshan City, only 65% of the 1600 affordable housing units to be built this year have been ​​began and the completion rate was only 10%.

Three reasons leaded to the situation above:

Firstly, housing security system is still not perfect. For example, the supply targets of affordable housing are not clear, pricing setting is difficult, and positioning is not clear. Again, there are loopholes in the process of checking affordable housing buyers’ eligibility, thus resulting in the situation that rich persons driving a BMW could buy affordable housing.

Secondly, there is some difficulties for the construction and financial of affordable housing. In some cities such as Guangzhou, Shenzhen and other cities, land is of shortage in urban centers, and there is great pressure for solving the problem of construction of affordable housing; in some parts of the economically backward areas, there are certain difficulties for the implementation of low-rent housing guarantee fund. Some local governments worried about the impact of local housing prices, therefore reducing the degree for affordable housing construction and did not give enough support in allocation of funds for affordable housing.

Finally, the housing support agencies are not perfect, and administration and research are weak. For example, burden of the task of housing support in Guangdong is heavy, but the number of persons engaged in the work is small. Currently, there are many cities and counties which do not set specific housing security management institutions and specific implementing agencies,leading to the difficulty of housing security management, and the shortage of degree to promote the construction of affordable housing.
