罗伯特·巴罗是当今最优影响力的经济学家之一,现任美国经济学会副主席。他曾经获得过亚当·斯密奖,他也是经济学界公认的未来的诺贝尔奖得主。罗伯特尖锐地抨击奥巴马政府的刺激政策。他认为人民币升值是符合中国利益的。他对中国的经济增长满怀希望,认为不久的将来会取得巨大的成功。参考网易财经的采访,问答内容如下。
 
问:您对奥巴马的经济政策有何看法?
      答:我并不喜欢奥巴马政府的经济政策。我认为他们浪费了大量的金钱,尤其是财政刺激措施。数额达到8000亿美元,但是却没有太大成效。当然这也导致出现大量的美国国债,并将成为困扰我们多年的问题。
 
问:您怎么看人民币升值问题?
答:我认为人民币大幅升值是个正确的选择,并不是因为美国政府特别提到的原因,而更多的是从中国自身的利益进行考虑。通胀已经成为中国非常担忧的问题,我想这与汇率有着密切的关系。
 
问:您怎么看中国式通胀?
答:我想问题在于中国希望既控制通胀又维持汇率,但是二者往往存在不一致。解决中国高通胀问题的良方在于让人民币更快升值,货币政策所面临的提高利率的压力也会减轻,这样的话就会使中国的利率与美国等其他国家相比更加合理。
 
问:对奥巴马政府下一步措施有什么建议?
答:几天前他们推出的刺激措施要比2009年的措施好很多,更加专注于税收方面而不是不必要的支出。如果他们在2009年就采取这样的措施的话,我想这几年的经济会更好,现在的失业率也会降低。
 
问:您对中国有什么建议?
答:在人力资本方面,中国一直有潜力做得更好。因此我认为首要要做的事情是,政府停止损害经济、停止做阻碍经济发展的事情,使企业更有可能获得发展,不管国有企业、地区所有的企业、私人所有的企业或者是混合所有的企业。
 
问:中国应如何对待国外的先进技术?
答:专注于那些已经被开发的技术是合理的,并将其吸收、模仿以及修改。当多年之后,你达到技术前沿的时候,更重要的是开发新事物。但这是一个自然的过程,不必一直对此关注。因为利用已经开发出来的创意更加简单。   

 

Robert Barro, Vice-President of American Economic Association, is one of the most influential economists worldwide. He won the Adam Smith Award, and he is also recognized as the future Nobel Prize winner on economics. Robert sharply criticized Obama's stimulus policies. He believes that RMB appreciation is in line with China's interests. He is optimistic about China's economy growth, and he also believes China will achieve tremendous of success in the coming future. In reference to Money163 interview, the Q$A session as follow:
 
Q: What do you think of Obama's economic policy?
A: I don't really like Obama's economic policy. I think they wasted a lot of money, especially for the fiscal stimulus plan, they spent $800 billion but didn't make much difference. On the contrary, this policy brought about a large number of U.S. Treasury bonds which will be plaguing the United States for years.
 
Q: What's your opinion about RMB appreciation?
A: I think Chinese Yuan appreciation is the right choice for China’s own benefit rather than the particular reasons that U.S. government mentioned before. China becomes more concern about its inflation issue which also has a close relationship with the exchange rate.
 
Q: What do you think about the "Chinese-style" inflation?
A: I believe the problem is that China wants to control inflation, and at the same time, to maintain the exchange rate; however, it's inconsistent between the two. The best way to solve China's inflation issue is to speed up the RMB appreciation, and then the monetary policy to raise exchange rate pressure will be eased. As a result, China's exchange rate will be more reasonable compared to the United States and other countries.
 
Q: What's your advice for the next step of Obama's administration? 
A: The stimulus plan introduces a couple of days ago focuses more on tax revalue rather than the unnecessary  expense which is much better than the plan in 2009. If they impose this plan in 2009, I guess the U.S. economy will be much better in recent years, and the unemployment rate would be lower.
 
Q: What's your advice for China?
A: In terms of Human Resources, China has a great potential to do a better job. Therefore, I think the most important thing that China needs to do is the government has to stop damage the economy, stop doing anything to impede economy growth, and give enterprises more room to grow, regardless of their ownership such as state-owned enterprises, region owned enterprises, personal owned enterprises, and mixed owned enterprises.
 
Q: What should China do to deal with foreign advanced technology?
A: It's reasonable to focus on those developed technology, and meanwhile, China should absorb, imitate and modify it. After many years later, when the technology reaches to the frontier, it's more important to develop new things. However, this is a natural process, and it's unnecessary to pay attention at all time since it's easier to develop and expand the existing idea.
