政府卖地提高房价的弊端迫使国土资源部拟定土地出让制度方案

据《地产中国网》报道,记者1月6日从国土资源部获悉:在2010年6月,发改委发布的2010年深化经济体制改革意见中由国土资源部牵头负责国有建设用地有偿使用制度改革问题的背景下,国土资源部已经初步拟定《深化国有建设用地有偿使用制度改革实施方案》(以下简称“方案”)文件,经过国土资源部和有关部委会签字后,将报国务院审批实施。

 此方案将会调整土地出让方式结构,在坚持“招拍挂”(招标,拍卖和挂牌)的前提下,少“拍”多“招”。据土地专家邹晓云表示,在当前的“招拍挂”制度的执行过程中,存在着挂牌和拍卖的比例过高,而招标的比例过低的情况。这个方案的出台,将解决当前土地出让当中,“价高者得”的情况比较多的问题。

 当然,这个方案的最终的目的是改变地方政府依赖的卖地财政,改变地方政府推高地价带动房价的逻辑链条。通过调整土地财政的使用方向,加大民生支出,减少城市建设支出,减少城市过度发展,减少高价卖地等方式来在国土部门的地价监测和建设用地有偿使用制度的改革的前提下,来限制地方政府土地财政的规模和增长速度,从而促进土地财政的转向。正如国土资源部内部人士所称:“方案”应该将构建城乡统一的建设用地流转市场作为前提,在此基础上,再通过规范“招拍挂”制度等方式,来逐步改革地方土地财政。

According to the report of House China on January 6: on the background to solve the State-owned construction land use system reform in the views to deepen the economic reform issued by Development and Reform Commission in 2010, Ministry of Land Resources has tentatively set the "deepening state-owned construction land use system reform plan" (hereinafter referred to as "plan") file, which will wait the Ministry of Land and the relevant ministries to sign and to be approved by  the State Council.

 

The plan will adjust the structure of land transfer method and promote less auction and more bids while adhering to the premise of "bid, auction and listing” .According the opinion of Xiaoyun Zou, a land exporter, in the executing process of the current "bid, auction and listing” system, the ration of listing and auction is too high and the ratio of bid is too low. And the plan will solve the problem of “who offer the high price get the land” in the current land trade system.

 

Certainly, the final purpose of this plan is to change the land finance local government depends on to survive and the logic behind the model that government increases the house price through increasing the land price. Through adjusting the using methods of land finance, increasing the  Livelihood expenses, decreasing the city construction , decreasing the over-development of city and decreasing the land price , the Ministry of Land will restrict the scale and increase of government land financial to prompt the adjust of land financial. As some insider in Ministry of Land said:” under the premise of the market of city and village construction, the plan should change the local land financial through making standard of the "bid, auction and listing” system.
