Gas storage haunted around China again and CNPC began to stop the supply of natural gas

据《每日经济新闻》2011年1月25日报道，随着中国各地进入严冬，各地天然气开始陆续出现紧缺现象。虽然由于今年各石油巨头新上管线、提前动用储气库、提前安排LNG的国际采购等措施，大面积“气荒”目前在国内并没有出现，但是从本月下旬开始，中石油已在华北等部分地区停止了对下游部分工业用户的天然气供应，以保证居民采暖用气等民用气供应。
工业天然气停供，将对工业生产造成一定的影响。比如，中石油华北分公司按照保民用、压工业的原则，决定从1月20日起，停止向沧州大化供应生产用天然气，只供应维持装置保暖及居民采暖用气。而沧州大化今日发布公告称，由于中国石油天然气股份有限公司华北天然气销售分公司停止公司的天然气供应，将导致公司尿素及硝酸生产装置停产。
去年的时候，中国已经出现了非常严重的气荒，虽然今年的天然气紧缺现象有所缓解，但是问题仍旧存在，幸运的是，中石油已经在采取必要措施以逐步解决天然气在冬天供应不足的情况。去年12月5日，西气东输二线东段中卫至黄陂干线提前投产，提前经武汉西站和襄樊站进入忠武管道干线。此外，为了保证天然气的正常供应，今年，中石油动用储气库进行气量调剂的时候比上年略早一些，去年11月，主要保障北京地区的天然气供应的北京天然气管道公司大港储气库群已开始从地下采气。所以，从预期来看，今年的气荒不会像去年那么严重。
According to the report of Daily Economic News on January 25th, 2011, with China mainland stepping into deep winter, many parts of China were short of natural gas. Although every gas giants in China take some measures such as implementing new pipelines, using gas storage and arranging the international purchase of LNG, which prevent the phenomenon of large scale “Gas shortage”, beginning from the end of this month, CNPC would stop the natural gas supply to the industrial users of the downstream in the north part of China to ensure the civilian gas supply such as heating need.
Stopping the industrial gas would affect the industrial production in some extent. For example, according to the policy of “ensuring the civil usage and limiting the industrial usage”, North Branch of CNPC decided that from January 20 it would stop the natural gas supply for the Cangzhou Dahua Co.,Ltd，only supplying gas for maintaining the unit being warm and civil usage. Cangzhou Dahua Co.,Ltd confirmed today that because North Branch of CNPC had stopped the natural gas supply , it would have to stop the production of urea and nitric acid.
There has been serious gas shortage last year, and even though the phenomenon of the natural gas shortage has been eased this year, the problems still existed. Fortunately, CNPC has take measures to solve the problem gradually. On December 5 last year, the east part of the second line of “transmitting natural gas from western areas to East China”, from Zhongwei to Huangpi, was established ahead of schedule, linking Chungmu pipelines through West Railway Station in Wuhan. Besides, in order to ensure the normal supply of natural gas, the time CNPC made use of gas storage for gas oil swap was a little earlier than that of the last year. On November of last year, Port Gas Storage Group of Beijing Natural Gas Pipeline Company, which is responsible the main gas supply security in Beijing, began to get gas from underground mining. Thus, from the prospect, the gas shortage will not as serious as that of last year.
