2010年5月起,中国农产品价格大幅上涨。其中,棉花,白糖等价格,更是屡次创下历史纪录。

有人指出,这是受上涨的劳动力成本,农业生产资料所致。并且,2010年农业遭受了来自气候及自然灾害的危害。

也有人分析这是中国市场上过多的货币供应量造成的。此外,中国还面临来自通胀,人民币对美元升值,中国收紧流动性等的压力。

面对这一局面, 交易所纷纷提高交易保证金,或是取消单边交易手续费的优惠来防止投机。同时,随着中国加大宏观调控的力度,中国农产品价格从2010年12月份下旬开始,逐渐恢复到正常水品。

从长期来看, 对于稳定农产品价格,中国政府还需加强以下方面的调控:
首先,中国不能仅仅依赖简单的财政政策和货币政策的调控手段,更需解决农业发展中的实质问题, 发掘更多潜在的,内部的现象。

再就是努力改善农业生产的自然条件。 自然条件的好坏是农业产量和粮食质量的关键。良好的生产自然条件,能保障农业生产和农产品供给。这也是稳定农产品价格的重要前提。

另外,农业丰收是稳定农产品价格的根本出路。 具体来说就是要提高农业的现代化水平。 中国拥有庞大的13多亿人口,并且面对来自国际农产品市场的竞争。发展现代化农业是中国的必然选择。 同时,我们还要提高和改善农民的收入,福利等。

总的来说,中国政府需要给农业生产提供平等,透明的竞争环境,同时要持续惠农强农政策。这样才能使中国农业健康蓬勃发展。

Since May 2010, China’s agricultural prices have risen sharply. Among them, the price of cotton, sugar even hit the record.

Someone pointed out that this was affected by the rising labor costs and the agricultural productions. Also in 2010, agriculture suffered from serious climate and natural disasters.

Others thought this was caused by the excessive money supply in Chinese markets. In addition, China also faces pressures from inflation, the appreciation of the RMB against the U.S., and the tightened liquidity, etc.

Under this situation, the exchange markets all increase the margin deposits or cancel the discounts for unilateral transaction fees   to prevent speculations. Meanwhile, with the increasing intensity of macroeconomic regulation and control, China's agricultural prices gradually returned to normal levels from late December in 2010.

In the long term, in order to stabilize prices of agricultural products, the Chinese government needs to enhance regulations in the following aspects:
First, China cannot only rely on regulations and controls like simple fiscal policy and monetary policy; it is more necessary to solve essential problems in agricultural development and to explore more potential, internal phenomena.

Then we need to make efforts to improve the natural conditions for agricultural productions. The natural conditions quality is the key to agricultural productions and food quality. Good conditions of natural production can protect agricultural productions and supply of agricultural products. This is an important condition of stabilizing prices of agricultural products.

In addition, abundant harvest is the essential solution to stabilizing prices of agricultural products. Specifically, we need to raise the level of agriculture modernization. China has a huge population of 1.3 billion people, and faces the competition from international agricultural markets. Developing modernized agriculture is the inevitable choice for China. At the same time, we need to enhance and improve farmers' income and welfare, etc.

Simply put, Chinese government needs to provide equal and transparent competitive environment for agricultural productions, also continue to carry out the preferential policies for farmers. In this way we can make China's agricultural to flourish.
